To Branch Conveners: All Resolutions, except emergency ones, originate at Branch level. If a Women‘s Institute considers some matter sufficiently important to warrant a Resolution, investigation should be made concerning existing laws or conditions already governing the matter in question. If these are found to be unsatisfactory, the Branch Convener words it according to the pattern laid down on Page 70 of the Hand Book, and follows the procedure to be found on the same page of the Hand Book. Please note that the original Resolution should be kept by the Branch. All Branches need not formulate Resolutions each year. It is only when a matter under discussion is important enough to need District, Area and Provincial support, j that a Resolution is considered. But all Branches should consider, as many have this year, the wording of Resolutions, their place in Institute work, and could plan an interesting programme, reviewing the way in which Resolutions are handled, discussing Resolutions which have already been dealt with at Provincial level. To District Conveners: On Page 71 of the Hand Book will be found procedure for use by the District Convener and her duties. The District Convener may edit the Resolutions for grammatical errors or better wording, as long as the original meaning is not changed in any way. To Area Conveners: For duties and procedure in dealing with Resolutions at Area level, see Page 71 of the Hand Book. While it is impossible to deal with politically or sectarian contraversial subjects, the members of Institutes should be alert to express united opinions on matters of public good, in order that their influence may be useful in promoting worthy causes.
